Combatting Corruption

In 2022, Sheryl visited Kenya Wildlife Service in Nairobi to continue the good work of combatting corruption and establishing the first of its kind automated complaint intake system. I was so excited to see the re-branding recommendation come to fruition! They are almost ready to launch the new Integrity Office where potential whistleblowers can file complaints and ensure the confidentiality of the name and identity. Thank you UNODC and the KWS team for all your commitment and dedication to this project.

Implementing a Whistleblower Program

December 2019: Sheryl visited Kenya Wildlife Services to assist in assessing their complaint intake system as they move forward to implementing a whistleblower program. PICS is working hard with their wonderful team and with UNODC as they strive to fight corruption.

Whistleblower Protection

October - November 2019: Sheryl is making progress in East Africa as Tanzania and Uganda move closer to enhancing their legislation and regulations on whistleblower protection. She met some amazing people who strive for a clean culture and reducing corruption. Sheryl also spent time in Burundi as they begin to understand the differences between whistle-blowing and witness protection programs

Regional Meeting of UNCAC

November 2019: Tom led a United Nations Office on Drugs and Crime (UNODC) two day regional meeting in Uganda that included attendees from all East African countries. Tom discussed the advancements and remaining challenges in East Africa related to implementing Article 9 “Public Procurement” of the United Nations Convention Against Corruption (UNCAC).

Rwanda

Procurement Corruption and Fraud Training

August 2019: Tom provided two days of training nearly 50 government employees in four different Rwanda Ministries. The training was organized and sponsored by the Rwanda Office of the Ombudsman and focused on corruption and fraud risk in East Africa and Rwanda contracting.

Zambia, Tanzania, & Uganda

Procurement Corruption and Fraud Training

October 2019: Tom visited Zambia where he kicked off the next United Nations Office of Drugs and Crime (UNODC) “Fast-Tracking the Implementation of UNCAC.” “UNCAC” is the United Nations Convention against Corruption, in which 186 countries are signature including the United States. After Zambia,Tom went to various locations in Tanzania followed by Uganda. While in each country, he reviewed their anti-corruption efforts in public procurement and how their Public Procurement Act (PPA) complies with Article 9 of the UNCAC. Tom also has helped draft a guide titled “Combating Corruption and Fraud in East African Public Procurement".
